With Windows 8.1 having better Snap mode, this is a very annoying requirement as IE11 is a very nice choice then in a touchscreen setup, as is Metro. I think the screen resolution helped me since I have tried the other default setting and it never worked. First, I suggested him to run the Internet Explorer troubleshooter.
