Skype 'click to call' was the issue. There are some issues related to the management of access rights pertaining to this application. Seems MS is deliberately killing features to force us into new software, programs, or (present buzzword) APPS ! There seem to be more than one issue that's causing this behavior.I have not been able to replicate the issue myself, but that's just my experience.
